Hexecute is a useful hex editor designed especially for hacking ROMs. It features table creation, scripting for dumping and importing text, dual tile encoding, a Unicode table editor, relative searching, file splitting and expanding, and various other forms of customization. There is also and older DOS version of Hexecute, with different features.

Hexecute hasn't been updated in several years, and the developer's web site is gone, so this probably the final version of the program. While Hexecute tends to crash a lot, it is still one of the best programs for ROM text editing and translation.
