Foxit Reader is a PDF viewer that has, unfortunately, become bloated with "features" over time, but is still one of the best free PDF viewers despite its nagware model. The interface has unfortunately taken the shitty Microsoft ribbon approach, and all versions after 7.2.8.1124 have removed the ability to use the superior classic toolbar approach.

Install this version, change to classic UI, turn off cloud, and turn off automatic updates.
